WATER RESOURCES MANAGEMENT SPECIALIST (VIETNAMESE)
ICEM – International Centre for Environmental Management is an award-winning independent technical service centre that assists government, private sector and communities to define and implement policies for sustainable development. Established in Australia in 1999, ICEM has its regional headquarters in Hanoi and is staffed by full-time international and national technical and administrative personnel.
ICEM works in Asia and the Pacific and focuses on climate change, water resources management, disaster risk reduction, renewable energy, environmental assessment, environmental economics, nature based solutions and biodiversity conservation. ICEM seeks to integrate environmental concerns with development through spatial planning, modelling, socio-economic analysis and environmental assessment tools.
ICEM is now seeking to employ a Water Resources Management Specialist (Vietnamese), based in Hanoi, Vietnam, on a two-year renewable contract. The Specialist will have the following responsibilities:
- Provide technical input to ICEM’s project implementation, including relating to ecological health assessments, hydrological modelling, water accounting, decision support systems, ecosystem restoration, river basin management, nature-based solutions for protection and conservation, community resilience and resilient livelihoods
- Lead in consultations and working relations with Vietnamese government agencies (particularly those concerned with water management), providing technical advice, collaborative management of joint projects, and capacity building support.
- Lead in technical design, oversight and monitoring of subcontracted projects and activities, for example, relating to river basin restoration, water resources management, and ecosystem based approaches, ensuring high quality technical delivery and integration of national and international good practice
- Lead in the oversight of implementation, M&E and scaling up of innovative pilots on nature-based solutions and ecosystem restoration, and water management promoting community and private sector involvement and investments
- Identify and contribute in meeting capacity building and knowledge management needs in areas such as integrated water resources management, integrated river basin management, biodiversity protection and conservation, and support the organization of capacity building and knowledge dissemination events for Government and non-Government partners.
- Document lessons learnt and best practices related to ecosystem restoration and river basin management.
- Ensure that ICEM projects are executed with high technical standards, including providing high level policy advice, in coordination with the international and national consultants/experts and will work in close cooperation with the Governments and Donors.
- Lead and support in the preparation of technical reports, presentations, tables, maps and project knowledge products.
Required background/qualifications:
- Master’s degree or doctorate related to water management, water resource modelling, river basin planning and management, environmental protection, or related fields
- At least 15 years of professional experience in water resources engineering, natural resources and water management or related fields; and advanced knowledge in hydrological and climate change modelling and interpretation.
- Strong demonstrated experience working with government agencies, private sector, NGOs, and community groups
- Demonstrable experience in management and implementation of donor or government funded development projects
- Demonstrable experience in project organization and ability to serve as an effective communicator and negotiator with excellent oral presentation skills in English and Vietnamese
- Experience in project management and results-based management
- Strong report-writing skills in English with proven technical writing and presentation skills
- Extensive experience working with national and local government agencies in Vietnam.
